How many small pieces should a beginner work on at one time?

Hi Rachel. It seems the general consensus is that one should not practice more than 3 pieces at a time. But what about the relative beginner who is not ready to polish or make a somewhat simple one page piece sound more musical yet? Once I get a piece memorized and am able to play it with hitting the right notes, I feel like moving on to something else. I guess my question is "at what piont should someone stick with one piece to actually make it sound good". I hope I'm making sense here and thank you.
